Deadline Data: Joint Committee on Health Care Financing
Each legislative session in Massachusetts includes a deadline for joint committees to report their bills out to the House and Senate floor. For most joint committees, this date was February 2nd of this year. However, one committee differs from the rest: the Joint Committee on Health Care Financing (HCF). Their deadline was last week on March 30th. Our data reveals some interesting trends from this session’s HCF deadline, and how the committee greatly differs from others in the Massachusetts legislature. “I just find it very interesting that when it’s an election year and it’s being used for political gamesmanship and to curry favor with unions or certain groups of people, all of a sudden all these people are 100 percent behind it,” Dooley said. “When they get a chance to vote on it, they vote against it. Let’s at least be consistent.”

In January 2019, Dooley introduced an amendment that would allow House employees to unionize. The amendment was overwhelmingly rejected, 149-9. Now, as legislative staff are attempting to unionize, support has been widespread on Beacon Hill.
